The Dispatcher Bulletin is the tool that ensures a train receives the most up-to-date information by compiling and delivering the latest system-wide and division bulletins for that train’s run. Issued by the dispatcher, it reflects any new notices since the last update, so the crew has the freshest guidance before continuing. A Division Bulletin only covers content for a specific division and may miss newer system-wide changes. Form EC-1 and a Release Form serve other administrative purposes and aren’t used to convey the ongoing stream of bulletins to a train.
